Madison County, Florida now has a new flood insurance rate map (F.I.R.M.) for the Town of Lee, and for an unincorporated area of the county. This is the result of a procedure that FEMA follows for revising F.I.R.M.s. A legal notice was printed in a local newspaper and a 90 day appeal process took place. As a result of this process, one water course in Madison County has new floodplain information. This could include new flood elevations and new limits of the spread of floodwaters.
What Creek and Communities are Affected by the New Flood Maps?
The notice in the Federal Register lists only one watercourse as being revised at this time: a stretch of Norton Creek, beginning approximately 2.1 miles upstream of where it joins with the Withlacoochee River, and continuing downstream until 1/10th of mile upstream of County Road 53. The notice in the Federal Register for April 30, 2010 indicates this portion of Norton Creek is partly in the Town of Lee and partly in an unincorporated area of Madison County.
This change may expand the floodplain in places and shrink it in others, depending on the flood study work. This in turn could change requirements for flood insurance. Both the need for any property to have flood insurance and the rates that apply should be re-evaluated by the property owner, the insurer, and the mortgage holder. Even if a property is in a flood hazard zone both before and after these map revision, flood insurance rates might change if the flood elevation changed (either up or down).
Obtaining Copies of the New Flood Maps
The only way to be certain on whether a property is affected is to check the F.I.R.M.s. Each community that is part of the National Flood Insurance Program must keep copies of the effective flood maps and make them available to residents and property owners for inspection upon request. The community may charge for making partial copies from the maps, or can sell entire maps if they have extra copies.
